I think the WSJ is mostly right on this one. However, I do think that the US is learning as they go in terms of how to deal with terrorist warfare rather then a straightforward engagement. They weren't ready for car bombs, suicide attacks, and the like. Clearly they expected a much more conventional scenario when they went in.
